So it's very cheap to integrate them and literally costs more to take just the one idea of vassal integration cost than to integrate them without it. They give more manpower, force limit, money, etc. compared to normal vassals. So you don’t lose much by creating this swarm compared to having all those lands to yourself. You still can develop and build these lands, they will be super loyal to you regardless.
