Western Ave., made an emotional appeal against raising the city's minimum wage to members of a City Council committee Monday. WebJoseph Sapp was an orphan from Ohio who worked as a Buick mechanic and dreamed of opening an ice cream shop. He made that dream a reality in 1926 when he opened the “Original Rainbow Cone Lodge” with his wife, Katherine. His vision was to liberate ice cream lovers from the standard options of chocolate and vanilla. He succeeded.
